Chair: Dr. Piotr Szymanski
European Commission, Joint Research Centre, Director of Energy, Transport and Climate (Petten).
Piotr Szymanski hails from Warsaw, Poland. He studied physics at Warsaw University, and went on to complete a PhD in experimental particle physics at the Institute for Nuclear Studies in Swierk, Poland.
He worked as a research associate at the Rutherford Appleton Laboratory, UK and the J-W Goethe University in Frankfurt/Main, Germany as well as a Staff Member at the European Organization for Particle Physics (CERN) in Geneva, Switzerland.
He holds a habilitation in physics and is the author or co-author of more than 200 scientific papers in various fields of particle physics. He was also Head of the Department for Interdisciplinary Applications of Physics at the Institute for Nuclear Studies in Swierk, Poland.
Dr. Szymanski was Director of Nuclear Safeguards at the European Commission in Luxembourg, which is responsible for the verification and inspection of the non-diversion of nuclear materials at all civil nuclear installations within the European Union.
Nominated JRC Director on 1 July 2016, he leads the Directorate for Energy, Transport and Climate. The Directorate brings together about 350 staff based in Petten, Ispra and Seville.

Dr. Nicolae Scarlat
European Commission, Joint Research Centre, Directorate for Energy, Transport and Climate
Nicolae Scarlat is scientific and technical support officer in the Renewables and Energy Efficiency Unit, Directorate for Energy, Transport and Climate at the Joint Research Centre (JRC) of the European Commission. He joined the JRC in 2006, providing technical support and scientific advice for the formulation and monitoring the implementation of the renewable energy legislation. He also contributes to the policy proposals related to the renewable energy beyond 2020, tackling bioenergy technology developments or the sustainability of solid and gaseous biomass. He played a key role in drafting various reports on renewable energy and studies for the assessment of bioenergy progress, assessment of biomass resource potentials and demand, evaluation of various effects of biofuels and bioenergy and sustainability certification of biofuels and bioenergy. He contributed to the investigation of the role of biomass and bioenergy in a future bioeconomy, current status and perspectives for development. He also contributed to the European Strategic Energy Technology (SET) Plan, including the assessment of the technological state-of-the-art, anticipated developments, market and industry status for bioenergy, and research and innovation challenges and actions for bioenergy of the SET Plan Integrated Roadmap. In addition to scientific/technical networking in the field of bioenergy and biofuels, he organised various expert consultation meetings and workshops on biomass resources, bioenergy and bioeconomy.
Dr. David Baxter
Former European Commission, Joint Research Centre
David has been a member of the Sustainable Transport Unit in the Institute for Energy & Transport of the Joint Research Centre (Petten, The Netherlands) until retirement from the European Commission in August 2016.
He was part of a team providing scientific and technical support to the development and maintenance of sustainability schemes for biomass and bioenergy, including biofuels.
In addition, he was a member of the European Bioenergy Industrial Initiative (EIBI) team which is operates within the frame of the Strategic Energy Technologies (SET) Plan. He is also a former leader of the International Energy Agency Bioenergy Biogas Task 37, promoting economically and environmentally sustainable management of biogas production and utilisation from agricultural residues, energy crops and municipal wastes.
David Baxter is a materials engineer who joined the European Commission Joint Research Centre in 1991 after working in an industrial company supplying components for power generation and transport. He also spent 5 years at Argonne National Laboratory in the USA in the 1980s carrying out research into materials for fossil energy technologies.
President, Renewable Energy Consortium for Research and Demonstration RE-CORD
David Chiaramonti is specialised in Renewable Energies (mainly Bioenergy/Biofuels, wind and small hydro power). He teaches Biomass Energy Conversion Technologies at the University of Florence.
His main scientific interest is on production and use of biofuels, either liquid, gaseous or solid. His research works cover thermochemical biomass conversion processes as well as liquid biofuel production and use. He has published more than 120 scientific papers in these areas, chapters in books and studies, as well as articles in specialised magazines. He also member of editorial boards of several scientific journals. He is/has been chairman and Member of Scientific Committees of various International Conferences, where is acting as Session or Track Organiser,and member of IEA Task 39 (Liquid Biofuels) and Deputy Chairman of the scientific board of DBFZ (German Biomass Research Center).
He is President of the no-profit research consortium RE-CORD, which manages a specialised chemical lab for renewables and vaiour pilot/demo plants, and researcher at CREAR.
He has been involved as a Project Manager and Scientific Responsible in large nr of R&D&D projects and studies supported by EC as well as co-operation projects (Asian Development Bank, EC, It.Min.for Environment).
Dr. Paolo Frankl
Head of the Renewable Energy Division, International Energy Agency
Paolo Frankl is the Head of the Renewable Energy Division (RED) at the International Energy Agency (IEA), which he joined in summer 2007. In this role Dr. Frankl coordinates the Division’s activities, encompassing the status and progress of renewable energy technologies; renewable energy policies and markets; and system-integration issues. A physicist by training, Dr. Frankl holds a Ph.D in energy and environmental technologies from the University of Rome. Previous positions held were in academia and in private Italian consultancy firms researching renewable energy, life cycle assessment and eco-labeling.

National team leader for Germany within IEA Bioenergy Task 40
The International Institute for Sustainability Analysis and Strategy (IINAS) is an independent transdisciplinary research organization based in Darmstadt (Germany) which started operating in April 2012. IINAS is a new player in the research community: A small think tank being part of an extensive international network of scientists both within IINAS, and in many partner institutes as well as associated independent consultants, providing together integrated research, analyses and consultancy services in the sustainability domain. The approach of IINAS is characterized by its emphasis on networking and transdisciplinary work. Transdisciplinarity goes beyond interdisciplinary collaboration among scientists to include key stakeholders in all work phases - from defining the scope to implementing results. In our research we partner with decision-makers in private and public sectors as well as stakeholders. The latter include NGO such as IUCN and WWF Key clients and donors of IINAS are national government agencies in Germany and other European countries, the EU Commission, the European Parliament, and international institutions (e.g., FAO, GEF, IEA, UNEP). IINAS also works with associations, foundations, parliaments and the private sector, seeking diversity of sources as a core issue of its independence.
Fraunhofer Institute IWES, Head of Bioenergy System Technology
Dr.-Ing. Bernd Krautkremer’s career spans over 25 years in the field of engineering and energy research and production. In 1986 he underwent two years of professional training in engine construction and in 1989 he began his studies in Mechanical Engineering at Darmstadt University of Technology. Immediately after completing his degree he pursued a PhD at the Department of Gas Turbines and Flight Propulsion at the same institution. In 2003 he received his PhD in Mechanical Engineering specialising in the field of Aerothermodynamics of Gas Turbine Combustion Chambers.
In 2001 he was Project Manager of the Department of Energetic Use of Biomass at ISET in Hanau, Germany and since 2002, he is the Head of the Department of Bioenergy System Technology of Fraunhofer IWES in Kassel, Germany.
Dr. Krautkremer is a consistent member of the scientific committees of national and international bio-energy conferences. He is a speaker of a working group of the German Biogas Association (Energy Grids of the Future) and a university lecturer on different subjects (bio-energy, biogas, integration of bio-energy).
Head of International Affairs and Senior International Adviser to the President of UNICA
At UNICA since 2007, Géraldine Kutas is responsible for defining and leading the entity’s international activities. A seasoned professional specializing in international trade policy, Kutas leverages over a decade of experience to strengthen UNICA’s activities across the European Union, the United States and Asia. She has a deep expertise in biofuels and agricultural policies, coupled with extensive exposure to multilateral and regional trade negotiations in agriculture. Ms. Kutas is the author and co-author of several international publications on these topics.
Before joining UNICA, she was a researcher and a professor at the Groupe d’Economie Mondiale at Sciences Po(GEM), Paris, and coordinator of the European Biofuels Policy research programme (EBP). Ms. Kutas has also worked as a consultant at the Inter-American Bank of Development and for agro-business firms.
Ms. Kutas has a Ph.D. in International Economics from the Institut d’Etudes Poliques de Paris and a Master degree in Latin American Studies from Georgetown University, Washington DC.
NL Agency and Climate Change, Senior Expert Bioenergy
Kees Kwant works for NL Agency, the Dutch Agency for Innovation and Sustainability. He is coordinating the bioenergy work within NL Agency. He works for the Energy Transition as a member of the Platform for Renewable Resources, and the EOS programme, the national programme supporting Energy Research. On the implementation side he is coordinating the national Biomass Action Plan. For the EU he was in charge of the REACT project: EIE programme, Renewable Energy in Action and is at present the project coordinator of the EU ERANET Bioenergy project. He is also active in the IEA Bioenergy Agreement as member of the Executive Committee.
European Commission, DG ENER, Principal Administrator Unit C2
Kyriakos Maniatis is Principal Administrator in Unit C2 - Directorate General for Energy, European Commission. He is responsible for technical issues related to biofuels and manages the DG ENER demonstration component on advanced biofuels in the Commission's the 7th Framework Programme. He contributes accordingly to the legislative actions of the EC and to the European Industrial Bioenergy Initiative of the SET Plan and he is involved in the CEN standardisation work on liquid and gaseous biofuels. He coordinates the team that launched in June 2011 the Biofuels FlightPath for Aviation in close coordination with the aviation and biofuels sectors. Kyriakos also represents the European Commission in the Executive Committee of IEA Bioenergy Implementing Agreement and served as the ExCo Chairman in 2002, 2005-2007. He regularly organizes workshops and conferences on these subjects.

Dr Calliope Panoutsou is an agricultural engineer and holds a PhD on 'Socioeconomic aspects of bioenergy systems at regional level' from Aston University, UK. She is an expert in biomass for the biobased economy and her research interests focus on supply, logistics & economics of biomass value chains, market & policy analyses as well as sustainability. Through her research she has formed a multi-disciplinary background with skills and knowledge in agriculture, energy, environment, economics, social studies and modelling.
She has extensive research and project experience in biomass R&D throughout Europe and has coordinated several EU projects involving multi-disciplinary research. She is also the Chair for biomass supply within the European Biofuels Technology Platform (EBTP) www.biofuelstp.eu
Head of Secretariat of the Danish Bioenergy Association, Denmark
Michael Persson has been working with the commercialisation of new energy solutions for the last five years in DONG Energy, latest as Lead Regulatory Advisor for the biomass conversion technology companies in the groupDONG, such as Inbicon, Renescience and Pyroneer. Before that Michael spent 3 years in Inbicon as vice president, finance and corporate affairs. Michael is a member of IEA Task 39, and has served the board of ePURE in Brussels and Danish Industry Bioenergy in Copenhagen. Michael also has 12 years experience with business development in Danisco Sugar (now Nordic Sugar), most recently as vice president, with responsibility for sugar activities in Lithuania and development of a first generation bio-ethanol factories. He also worked with medical instrumentation and cleaning equipment for the processing industry. He has a M.Sc. from the Technical University of Denmark and an MBA from INSEAD, France.
GDF-SUEZ Group, Laborelec-Sustainable Process Technologies, Chief Technology Officer Biomass
Yves Ryckmans graduated from the University of Louvain-la-Neuve, Belgium, and conducted a PhD study at the same university on modelling heat transfer in furnaces by finite elements techniques. In 1989, he joined Laborelec research Centre of Electrabel as a research engineer in the field of nuclear energy. From 1996 on, he initiated the development of fixed bed gasification and CFB gasification of wood through several Belgian and European projects. In 1999 he became Head of the Biomass Competence Centre of Electrabel at Laborelec. This competence centre covers more than 15 years technical issues like co-firing biomass in pulverised-coal power plants, biomass gasification, biomass fuel quality, biogas applications and biomass sustainability verification. His R&D efforts were focused on CFD modelling of PC boilers, slagging and fouling, NOx and SOx emissions, biomass milling and upgrading, ESP, ash quality and utilisation, as well as the verification of sustainability criteria for solid biomass. Currently, Yves Ryckmans is Chief Technology Officer Biomass at Laborelec. As such, he is managing research and services for bio-energy applications within GDF SUEZ Group.

Peter Helm is scientific Director at WIP-Renewable Energies, Munich, Germany. His focus is on techno- economic and strategy related networking in the field of renewable energies. Peter Helm is organizer and co-organizer of international conferences and exhibitions that are addressing the wide field of energy, energy efficiency, energy economy.
Peter Helm studied mechanical and processing engineering and obtained his degree at the Technical University of Munich. He added a postgraduate university study in Economics and Business Administration and obtained his PhD. He started his career as scientist at the international Battelle Institute for applied research / Frankfurt / Geneva / Aberdeen / Richland (Washington). Peter Helm performed project leadership for the GTZ / German Agency for technical cooperation in the framework of emerging countries projects. He was project officer for KfW, the German Bank for Reconstruction, for projects in Africa and Latin America. He coordinated national technical projects on behalf of the German Federal Ministry for Research and Technology and the Federal Ministry for Economic cooperation. Peter Helm acts as contracted expert providing scientific and project monitoring assistance to international organisations.
